The PACE Standing Committee will meet in Sofia in the context of the Bulgarian Chairmanship of the Committee of Ministers (November 2015-May 2016). The members of the Standing Committee will discuss several issues, including: the election observation in Kyrgyzstan, Belarus, Azerbaijan and Turkey; the access to justice and the Internet: potential and challenge; the fate of critically ill detainees in Europe; the Chinese migration to Europe: challenges and opportunities; and the    Draft Council of Europe Convention on an Integrated Safety, Security and Service Approach at Football Matches and Other Sports Events.
