As was noted, these are dire times for gender equality. Indeed gender inequality has been and continues to be a major barrier to human progress and unfortunately the COVID-19 pandemic has only made it worse. A backlash to women's rights is on the rise. I deeply congratulate the rapporteurs. The ILO estimates that there are 40 million people in modern slavery today prone to human trafficking. UN reports that one registered migrant child is reported dead or missing every day worldwide for the past five years. Human trafficking is nothing but exploitation. Dear Colleagues, We are clearly at times of change and such times do require that institutions take steps to govern that change. Institutions are nothing but a set of rules that define incentives. When incentives change, so do outcomes. And this joint procedure is exactly such an attempt. It attempts to change the incentives so that the outcome that we've so far observed actually changes. Indeed these are times of extraordinary nature for democracy. If we want to hold on to democracy, we clearly have to hold on to a true freedom of press and a true environment of safety to journalists.
