This is definitely an area where the Council of Europe could play a very important role to stimulate our Member states really to be serious about protecting Human rights for this group of people. I cannot add much, other than to testify that the problems presented in the report are real. Like others who have tried to represent the Council of Europe on missions in different countries, I have faced cases in which co-operation with European Union representatives has been good, but I have also had too many bad experiences.
