The present is often blamed as indifferent. People care about their own affairs but are careful to intervene in questions concerning the common good if there is a chance of personal disadvantages. Too many close their eyes to abuse. That's why we need mechanisms for making it easier to intervene. I know that this proposal and report is not for everyday abuses...
