Widespread support in PACE for a fourth Council of Europe summit

It is time for a new Council of Europe summit – bringing together heads of state and government from the 47 member states – to relaunch the organisation and reaffirm its core mission at a time of “numerous political challenges”, according to a memo made public today by PACE’s Political Affairs Committee.

The introductory memo, by rapporteur Michele Nicoletti (Italy, SOC), reveals wide support among heads of national delegations in the Assembly and NGOs for a fresh summit – the fourth since the creation of the Council of Europe in 1949.

“It is our responsibility to fight nationalism and division and preserve and enhance our ‘common home’,” said Mr Nicoletti. “We owe it to the generations to come to do everything within our power not to weaken what our predecessors have built,” he added.
PACE’s Standing Committee has already called for a fourth summit, and French President François Hollande, who addressed the Assembly today, said his country stood ready to organise one, in an effort to give “new direction” to the Council of Europe.
