Albania’s parliamentary elections on 23 June were competitive, with active citizen participation throughout the campaign and genuine respect for fundamental freedoms. However, the atmosphere of mistrust between the two main political forces tainted the electoral environment and challenged the administration of the entire electoral process, international observers said in a statement today.

A five-member PACE delegation led by Luca Volontè (Italy, EPP/CD) will carry out a pre-electoral mission to Albania on 10-11 June 2013, to assess the electoral framework and campaign prior to the parliamentary elections to be held in the country on 23 June. In Tirana, the delegation is due to meet the Prime Minister, the Speaker of the Parliament, the Minister of Interior and the Albanian delegation to PACE.

Bulgaria’s early parliamentary elections on 12 May were held in a competitive environment, fundamental freedoms were respected, and the administration of elections was well managed, although the campaign was overshadowed by a number of incidents that diminished trust in state institutions and the process was negatively affected by pervasive allegations of vote-buying, international observers said in a statement today.
