PACE to observe the parliamentary elections in Armenia

A 24-member PACE delegation led by Baroness Nicholson (United Kingdom, ALDE), will travel to Armenia from 4 to 7 May to observe the parliamentary elections alongside observers from the Parliamentary Assembly of the OSCE, the European Parliament and the Office for Democratic Institutions and Human Rights (ODIHR) of the OSCE.

A PACE pre-electoral delegation visited Belgrade to assess the preparation of the elections and the election campaign on the eve of the parliamentary and early presidential elections of 6 May 2012. A four-member PACE delegation, led by Jean-Charles Gardetto (Monaco, EPP/CD), will carry out a pre-electoral visit to Belgrade on 17-18 April 2012, ahead of the presidential and parliamentary elections in Serbia on 6 May 2012, to assess the electoral framework and campaign. The delegation is due to meet the Speaker of Parliament, the First Deputy Prime Minister and Interior Minister, the President of the Electoral Commission, the head of the national broadcasting agency and representatives of the main parliamentary caucuses.

A PACE delegation, ending a three-day post-electoral visit to Moscow, has welcomed recent political initiatives to improve the electoral process in the Russian Federation to increase citizens' trust in the electoral process and its outcome. Electoral reform should be substantial and sustainable and be accompanied by broad political dialogue between government, parliament, non-parliamentary parties and civil society to increase public confidence. The presidential elections of March 4 had a clear winner but the electoral process lacked broad citizens’ trust.

Armenia on the eve of its parliamentary election has a competitive electoral environment in an improved legal framework, provided by its new Electoral Code, warmly welcomed a PACE pre-electoral delegation visiting Yerevan on 11 and 12 April 2012. It is important that the Electoral Code is fully implemented and in good faith. The delegation took careful note of strong concerns of the possibility of double-voting, perhaps as a result of the inclusion on the voters’ list of Armenian citizens living abroad.

A three-member PACE delegation led by Baroness Nicholson (United Kingdom, ALDE), will carry out a pre-electoral mission to Yerevan on 11-12 April 2012, ahead of the parliamentary elections in Armenia on 6 May 2012, to assess the electoral framework and campaign. The delegation is due to meet the President of the Republic Serzh Sargsyan, the President of the National Assembly Samvel Nikoyan and the Foreign Minister Edward Nalbandian as well as leaders of the political parties running in the elections.

A six-member delegation from PACE is to make a post-electoral visit to Moscow from 11 to 13 April 2012, following Russia’s Presidential election. The delegation – made up of one member from each of the Assembly’s five political groups as well as one of the two rapporteurs for the monitoring of Russia – is due to meet the Speaker of the State Duma Serguei Naryshkin and the Chair of the Central Election Commission Vladimir Churov.

Although candidates in yesterday’s presidential election in the Russian Federation were able to campaign unhindered, conditions were clearly skewed in favour of one of the contestants, current Prime Minister Vladimir Putin, the international observers concluded in a statement issued today. "This election showed a clear winner with an absolute majority, avoiding a second round," said the head of the PACE delegation Tiny Kox (Netherlands, UEL).

PACE to observe the presidential election in Russia

A 29-member delegation of PACE, headed by Tiny Kox (Netherlands, UEL), will visit the Russian Federation from 1 to 5 March to observe the conduct of the presidential election, alongside observers from the OSCE Parliamentary Assembly and the OSCE's Office for Democratic Institutions and Human Rights (ODIHR). The delegation is due to meet the candidates in the presidential election, the Chairman of the Central Electoral Commission Vladimir Churov, NGOs and media representatives, and diplomats from some Council of Europe member states in Moscow, before observing the ballot on 4 March.

Russia on the eve of its Presidential election remains a nation poised between hope and fear, where much is possible but nothing is yet sure, according to a PACE pre-electoral delegation, concluding a four-day visit to Moscow. The five-member delegation, in Moscow from 8 to 11 February 2012, met four of the five candidates: Sergey Mironov, Mikhail Prokhorov, Vladimir Zhirinovsky and Guennady Zyuganov.
