1 Introduction

At its meeting on 2 March 2026, the Bureau appointed me as rapporteur for this report, which covers its activities over the period from the last Bureau meeting of the first part-session of 2026 (Friday 30 January 2026) to the pre-session Bureau meeting of the second part-session of 2026 (Monday 20 April 2026).

The present report includes the decisions taken at the Bureau meetings held on 30 January 2026 in Strasbourg and on 2 March 2026 in Paris. It also includes two decisions taken by the Bureau by written consultation on 26 March 2026. Chapter 2 presents a list of decisions which do not require ratification. Chapter 3 presents a list of decisions taken by the Bureau on 2 March that require ratification at the opening of the second part-session 2026 of the Assembly.

Addendum 1 to this report presents the 2025 statistics of gender equality in the functioning of the Assembly.

An addendum to this report will be issued after the Bureau meeting of 20 April, which will also include decisions to be ratified by the Assembly at the opening of the second part-session of 2026. Another addendum will be issued after the Bureau meeting of 24 April. It will only include the decisions to be ratified by the Assembly on the same day, notably the references and transmissions to committees which will have been approved by the Bureau.

The Bureau will then hold its next meeting on Thursday 21 May 2026 in Monaco. The next meeting of the Standing Committee will be held in Monaco on Friday 22 May 2026.

2 Activities of the Bureau since the last part-session and decisions not requiring ratification by the Assembly

2.1 Follow-up to the first part-session of 2026 (Strasbourg, 26-30 January)

On 30 January, the Bureau discussed the follow-up to the part-session.

2.2 Second part-session of 2026 (Strasbourg, 20-24 April)

On 2 March, the Bureau drew up the preliminary draft agenda for the second part-session of 2026.

2.3 Communications

On 30 January and 2 March, the Bureau took note of the communication by the President of the Assembly.

2.4 References and transmissions to committees

On 30 January, the Bureau considered and approved the references and transmissions to committees as presented in Doc. 16323 Add. 4, ratified by the Assembly the same day.

2.4.1 Extension of references

During the reference period, the Bureau also approved the following requests for extension of references:

  • Strengthening early warning mechanisms for democratic backsliding (former title: strengthening mechanisms for early warning and action in conflict prevention), Doc. 15906, motion for a resolution, reference 4792 of 7 March 2024 – validity: 31 March 2025: extension until 7 March 2027;
  • Media concentration and threats to media pluralism and independence, Doc. 15916, motion for a resolution, reference 4798 of 15 April 2024 – validity: 15 April 2026: extension until 31 December 2026;
  • Ensuring better protection of whistle-blowers in Europe, Doc 15919, motion for a resolution, reference 4801 of 15 April 2024 – validity: 15 April 2026: extension until 31 January 2027.

2.5 Election observation

2.5.1 Kazakhstan: referendum (19 March 2026)

On 2 March, the Bureau took note of the invitation letter and decided not to observe the referendum.

2.5.2 Hungary: parliamentary elections (12 April 2026)

On 30 January, the Bureau approved the list of members of the ad hoc committee to observe these elections and appointed Pablo Hispán (Spain, EPP/CD) as chairperson and Ms Elisabetta Gardini (Italy, ECPA) as vice-chairperson.

On 2 March, the Bureau approved the revised list of members of the ad hoc committee to observe these elections (Appendix 1).

2.5.3 Bulgaria: parliamentary elections (19 April 2026)

On 2 March, the Bureau decided to observe these elections and to set up an ad hoc committee of 20 members (SOC-7; EPP/CD-5; ECPA-4; ALDE-3; UEL-1)

On 26 March, following a written consultation, the Bureau decided to approve the list of members of the ad hoc committee to observe these elections and appointed Mr Chris Said (Malta, EPP/CD) as chairperson and Mr Armen Gevorgyan (Armenia, ECPA) as vice-chairperson (Appendix 2).

2.5.4 Joint debate co-organised by the Parliamentary Assembly, the Congress of Local and Regional authorities and the Venice Commission on “Towards Reliable and Inclusive Electoral Processes: The Role of Observers” (Paris, 28-29 April 2026)

On 30 January, the Bureau approved the list of members of the ad hoc committee.

On 2 March, the Bureau took note of the new title of the debate (former title: “Securing the rights of observers for trust and inclusive electoral processes, as a contribution to the New Democratic Pact”) and approved the revised list of members of the ad hoc committee to participate in this event (Appendix 3).

2.5.5 Armenia: parliamentary elections (7 June 2026)

On 30 January, the Bureau decided, subject to receiving an invitation, to observe these elections and to set up an ad hoc committee composed of 20 members (SOC-7; EPP/CD-5; ECPA-4; ALDE-3; UEL-1), as well as the two co-rapporteurs of the Monitoring Committee, and to conduct a pre-electoral mission.

On 2 March, the Bureau approved the list of members of the ad hoc committee to observe these elections and appointed Mr Damien Cottier (Switzerland, ALDE) as chairperson and Lord David Blencathra (United Kingdom, ECPA) as vice-chairperson (Appendix 4).

2.5.6 Parliamentary Alliance for Free and Fair Elections

On 2 March, the Bureau took note of the letter from the chairperson of the Alliance and approved the revised list of members of the Parliamentary Alliance for Free and Fair Elections (Appendix 5).

2.5.7 Assembly of KosovoNote: elections to the Assembly of Kosovo (28 December 2026)

On 2 March, the Bureau decided to organise a post-election technical mission composed of the chairperson and vice-chairperson of the ad hoc committee which observed these elections.

2.6 Václav Havel Human Rights Prize

On 2 March, the Bureau took note of the memorandum prepared by the Secretary General of the Parliamentary Assembly and appointed Ms Ingjerd Schie Schou as a member of the selection panel.

2.7 Participation of members in Parliamentary Assembly plenary sessions and committee meetings

On 2 March, the Bureau took note of the information memorandum and approved the publication of the statistics.

2.8 Special Committee on the New Democratic Pact

On 2 March, the Bureau approved the revised terms of reference for the special Committee (Appendix 6).

2.9 OECD Global Parliamentary Network (Paris, 11-13 March 2026)

On 30 January, following its decision of 26 January, taken by written consultation, to set up an ad hoc committee to participate in this meeting, the Bureau approved the list of members of the ad hoc committee and appointed its chairperson.

On 2 March, the Bureau approved the revised list of members of the ad hoc committee to participate in this event (Appendix 7).

2.10 High-level conference on the European Social Charter (Chișinău, 18-19 March 2026)

On 30 January, following its decision of 26 January, taken by written consultation, to set up an ad hoc committee to participate in this conference, the Bureau approved the list of members of the ad hoc committee.

On 2 March, the Bureau approved the revised list of members of the ad hoc committee to participate in this event (Appendix 8).

2.11 Black Sea Security Forum (Odesa, Ukraine, 29-31 May 2026)

On 30 January, the Bureau decided to set up an ad hoc committee of the Bureau to participate in this event, subject to security conditions.

On 2 March, the Bureau decided that the ad hoc committee of the Bureau to participate in this event should be composed of up to three members from each of the Assembly’s committees (subject to security conditions).

2.12 Composition of committees

2.12.1 Committee on the Honouring of Obligations and Commitments by Member States of the Council of Europe (Monitoring Committee)

On 30 January, on the basis of a proposal by the UEL Group, the Bureau nominated Mr Dionysios-Charalampos Kalamatianos (Greece) as member.

2.13 Institutional representation of the Parliamentary Assembly in 2026

On 30 January, the Bureau approved the proposals as set out in Appendix 9.

2.14 European Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment (CPT) – List of candidates in respect of Hungary

On 30 January, the Bureau approved the list of candidates in respect of Hungary to be forwarded to the Committee of Ministers.

2.15 Issues raised by committees

2.15.1 Committee on Legal Affairs and Human Rights

On 2 March, the Bureau took note of the letter by the chairperson of the Committee and approved the terms of reference of the Network of Parliamentarians to Promote the Implementation of Judgments of the European Court of Human Rights (Appendix 10).

On 26 March, following a written consultation, the Bureau authorised Mr Constantinos Efstathiou (Cyprus, SOC), rapporteur on “Fighting back against transnational repression”, to carry out a fact-finding visit to Washington in the framework of the preparation of his report (4-5 May 2026).

2.16 Petitions to the Assembly

On 2 March, the Bureau took note of the memorandum prepared by the Secretary General of the Parliamentary Assembly and:

  • referred for report to the Committee on Rules, Ethics and Immunities, a request to review and revise the Assembly’s procedures and criteria for petitions;
  • instructed the Committee on Rules, Ethics and Immunities to prepare a note containing proposals to update the Bureau’s criteria on the admissibility of petitions;
  • declared that the three petitions presented in the memorandum are inadmissible.

2.17 Other business

2.17.1 Progress report of the Bureau of the Assembly and of the Standing Committee (30 January – 19 April 2026)

On 2 March, the Bureau appointed Mr Pablo Hispán (Spain, EPP/CD) as rapporteur.

2.18 Appointment of Assembly representatives to official activities

On 2 March, the Bureau appointed Mr Theodoros Rousopoulos (Greece, EPP/CD) to represent the Parliamentary Assembly at the event “Serenissima Republic and modern state: Conversations about rights and democracy” organised by the Venice Commission on 4 March 2026 in Venice.

2.19 Meetings elsewhere than Strasbourg and Paris

During the reference period, the Bureau authorised:

  • the Special Committee on the New Democratic Pact to meet in Warsaw on 18-19 May 2026;
  • the Committee on Legal Affairs and Human Rights to meet in Tallinn on 26-27 May or June 2026;
  • the Committee on the Honouring of Obligations and Commitments by Member States of the Council of Europe (Monitoring Committee) to meet in Sarajevo on 28-29 May 2026;
  • the Committee on Equality and Non-Discrimination to meet in Athens on 28-29 (morning) May 2026;
  • the Committee on Culture, Science, Education and Media to meet in Istanbul on 2-3 June 2026;
  • the Committee on Social Affairs, Health and Sustainable Development to meet in Athens on 4-5 June 2026.

3 Decisions of the Bureau requiring ratification by the Assembly

3.1 References to committees

On 2 March, the Bureau considered and approved the following references:

  • The convergence of extremist, autocratic and oligarchic threats to democracy in Europe, Doc. 16331, motion for a resolution: reference to the Committee on Political Affairs and Democracy for report;
  • Democratising the economy: a new frontier for democratic governance, Doc. 16333, motion for a resolution, reference to the Committee on Social Affairs, Health and Sustainable Development for report and to the Committee on Political Affairs and Democracy for opinion;
  • Safeguarding international justice from transnational repression, Doc. 16338, motion for a resolution: reference to the Committee on Legal Affairs and Human Rights to be taken into account in the preparation of the report on “Fighting back against transnational repression”;
  • Countering the backlash against women’s rights: a European response, Doc. 16339, motion for a resolution: reference to the Committee on Equality and Non-Discrimination for report;
  • Bureau decision: The need for accountability of Council of Europe high ranking officials elected by the Parliamentary Assembly and increased integrity standards for the Organisation: reference to the Committee on Rules, Ethics and Immunities for report;

3.2 Modification of a reference

On 2 March, the Bureau considered and approved the following modification of reference:

  • Digital transformation: the role of the OECD in evaluating the impact of artificial intelligence (AI) on the future of work (former title: The activities of the Organisation for Economic Co-operation and Development (OECD)), Doc. 16055, motion for a resolution: reference to the Committee on Political Affairs and Democracy for report, to the Committee on Social Affairs, Health and Sustainable Development and to the Committee on Migration, International Protection and Economic Co-operation for opinion.

The Assembly is invited to ratify these Bureau decisions.

Appendix 6 – Revised terms of reference of the New Democratic Pact

Title: Special committee on the New Democratic Pact (AS/Pact) – (81 seats + 5)

Duration: The special committee shall be established for a period of two years (1+1).

Role: The special committee shall be the Parliamentary Assembly’s coordinating body and interface for its contribution to the preparation, implementation and promotion of the New Democratic Pact for Europe, leveraging on the dual (national and European) mandate of its members. It shall, in particular:

  • act as a platform for reflection and foresight;
  • provide the Parliamentary Assembly’s input to the Pact;
  • advance inter-parliamentary dialogue on the Pact, its tools and objectives;
  • promote the Pact in national parliaments and at national level in different fora;
  • as appropriate, represent the Parliamentary Assembly at high-level events connected to the Pact.

Specific tasks

  • The special committee may hold meetings in Strasbourg, Paris, and in a Council of Europe member States, at the invitation of its relevant parliaments. On these occasions, it may hold hearings with a wide range of interlocutors.
  • The special committee may support events organised by its members in their national parliaments.
  • The special committee shall prepare a report on the New Democratic Pact to be debated by the Assembly and leading to the adoption of a resolution and/or recommendation. This report should be finalised by the end of the first year, or the second should the mandate be renewed.

Composition

The special committee shall be composed of representatives and alternates from each national delegation, in conformity with Rule 44.2 of the Rules of Procedure of the Assembly. In conformity with Rule 44.8, candidatures for membership of the committees shall be addressed to the President of the Assembly, who shall submit to the Assembly, the Standing Committee or, failing that, the Bureau. Chairpersons of political groups will be as ex officio members.

Bureau

The special committee shall elect a Bureau consisting of a Chairperson and Vice-Chairpersons from among its members, in accordance with Rule 46 of the Assembly’s Rules of Procedure.

The Chairperson of the special committee shall be a member of the Bureau of the Parliamentary Assembly and of the Standing Committee.

Languages

Meetings of the special committee will be held in English and French.

Financing

The activities of the special committee may be financed through the ordinary budget and voluntary contributions.

Draft decision

The Bureau is invited to approve the revised terms of reference of the Special Committee on the New Democratic Pact.

Appendix 10 – Draft terms of reference of the Network of Parliamentarians to Promote the Implementation of Judgments of the European Court of Human Rights

1. The Network of Parliamentarians to Promote the Implementation of Judgments of the European Court of Human Rights (“the Network”) shall be established under the auspices of the Committee on Legal Affairs and Human Rights, in accordance with Resolution 2599 (2025) “Implementation of judgments of the European Court of Human Rights”.

Aim of the Network

2. In accordance with Resolution 2599 (2025), the Network is tasked with promoting and contributing to the full, effective and rapid implementation of judgments of the European Court of Human Rights through the work of parliamentarians. This aim is in line with the Reykjavik Declaration, adopted at the 4th Summit of Heads of State and Government of the Council of Europe (16-17 May 2023), which recalled that national parliaments also bear responsibility for implementing the Convention and complying with the judgments of the Court, and invited the Assembly (through its President) to strengthen the political dialogue with its national interlocutors in this area.
3. To this end, the Network shall:
2.1 Meet in order to: share best practices among members of how they have helped to promote the implementation of judgments of the European Court of Human Rights at national level; hear presentations by experts about the implementation of the Court’s judgments, including on the most effective structures at national level to promote judgment implementation, key thematic issues, and relevant best practices for parliamentarians; and hear presentations by individual applicants, their representatives, survivors' organisations, and civil society involved in the execution of judgments;
2.2 Support parliamentarians in their work to ensure parliamentary scrutiny and to promote the implementation of judgments at national level, for instance through parliamentary oversight, political follow-up, and contributions to accountability mechanisms at the national level, as well as by engaging with relevant national interlocutors and encouraging legislative and structural reforms;
2.3 Organise study visits for parliamentarians to observe best practices for parliamentary committees overseeing the implementation of judgments of the European Court of Human Rights;
2.4 Publish, disseminate, and update resources for parliamentarians on how to promote the implementation of judgments of the European Court of Human Rights;
2.5 Organise training sessions for the staff of national parliaments on the implementation of judgments of the European Court of Human Rights;
2.6 Conduct awareness-raising at national level concerning the European Convention on Human Rights system, the need to ensure the compatibility of national legislation with the Convention’s standards, and the role of parliamentarians in this regard;
2.7 Liaise with and cooperate with the Department for the Execution of Judgments of the European Court of Human Rights of the Council of Europe and the Execution Coordinators Network.

Composition of the Network

1. The Network shall be composed of members of the Parliamentary Assembly, as follows:
1.1 two members appointed by each national delegation: one member from the governing majority and one from the opposition;
1.2 the members of the Bureau of the Committee on Legal Affairs and Human Rights and the Chairperson of the Committee on the Election of Judges to the European Court of Human Rights shall be ex officio members of the Network;
1.3 one representative appointed by each of the following Committees of the Parliamentary Assembly:

  • Committee on Political Affairs and Democracy
  • Committee on Social Affairs, Health and Sustainable Development
  • Committee on Migration, Refugees and Displaced Persons
  • Committee on Culture, Science, Education and Media
  • Committee on Equality and Non-Discrimination
  • Committee on the Honouring of Obligations and Commitments by member States of the Council of Europe (Monitoring Committee)
  • Committee on the Election of Judges to the European Court of Human Rights

2. The Chairperson of the Network may invite members of national parliaments who are not members of the Network to participate in the work of the Network.

Working methods of the Network

1. The working languages of the Network shall be English and French.
2. The Network will meet in Strasbourg, Paris, or in a member State of the Council of Europe at the invitation of its parliament.
3. The Network shall elect its Chairperson and its Vice-Chairperson, who shall make up the Bureau. It shall renew its Bureau every two years during the Assembly’s first part-session. In the absence of the Chairperson and the Vice-Chairperson, a meeting of the Network may be chaired by a member of the Bureau of the Committee on Legal Affairs and Human Rights, or, in their absence, by the longest-serving member present.
4. Except where alternative arrangements are expressly made, the costs of participation of members of the Network in its events shall be borne by their national parliaments.
5. In fulfilling its aim as set out in paragraph 2 of these terms of reference, the Network shall be inspired by the European Convention on Human Rights and other relevant international and Council of Europe treaties, texts adopted by the Parliamentary Assembly, as well as by other relevant international declarations and reports recognising that persistent non-implementation of judgments constitutes a serious threat to the rule of law, respect to human rights and democratic values.
6. The Network may co-operate with parliamentarians and national parliaments outside of Europe, as well as with parliamentary networks and regional and international parliamentary assemblies.
7. The dissolution of the Network shall be subject to a decision of the Committee on Legal Affairs and Human Rights and to the latter’s approval by the Bureau.

Funding

1. The Network shall be funded with voluntary contributions.
