Parliamentary co-operation provides a structured framework for long-term engagement with national parliaments and partner legislatures in support of the application of Council of Europe standards.
It is a principal channel for promoting the Assembly’s texts – including resolutions, recommendations, and reports – and for encouraging their systematic follow-up at the national level.
Through thematic events, regional meetings, exchanges of experience between parliamentarians and joint initiatives, parliamentary co-operation supports legislative work, contributes to institutional development, and facilitates dialogue on the practical implementation of Assembly priorities.
By connecting deliberations at the Assembly level with co-operation activities in member States and partner countries, parliamentary co-operation strengthens the impact of the Assembly’s political work and contributes to the dissemination and application of Council of Europe conventions and other standards in domestic parliamentary practice across Europe and beyond.
Electoral co-operation supports member States in strengthening electoral processes in line with Council of Europe standards and the priorities set out in the Reykjavik Declaration.
It focuses on capacity-building for election management bodies and other electoral stakeholders, including oversight authorities, media regulators, and domestic observer organisations, as well as on voter education initiatives aimed at increasing informed participation, particularly among women, first-time voters, and persons belonging to national minorities.
Through training activities, post-electoral reviews, conferences and targeted technical assistance throughout the electoral cycle electoral co-operation contributes to improving professional practice, transparency, and trust in elections.
By translating the Assembly’s work on electoral matters into co-operation programmes at the national level, electoral co-operation enhances the follow-up of Assembly texts and supports the implementation of Council of Europe norms, including, among others, those relating to electoral integrity, digitalisation and participation.
