Joint Committee

The Joint Committee is the forum set up to co-ordinate the activities of, and maintain good relations between, the Committee of Ministers and the Assembly.

It is composed of a representative of each member Government and a corresponding number of representatives of the Assembly (the members of the Bureau and one representative of each parliamentary delegation of member States not represented on the Bureau)

Functioning

Terms of reference

The functions of the Joint Committee are:

  • to examine the problems which are common to the Committee of Ministers and the Parliamentary Assembly;
  • to draw the attention of those two organs to questions which appear to be of particular interest to the Council of Europe;
  • to make proposals for the draft agenda of the sessions of the Committee of Ministers and of the Consultative Assembly;
  • to examine and promote means of giving practical effect to the recommendations adopted by one or other of these two organs.

 

Members

The Joint Committee is composed of representatives of the Committee of Ministers and representatives of the Parliamentary Assembly.

Each organ is free to choose its own method of selecting its representatives on the Joint Committee.

The President of the Parliamentary Assembly is the chairperson of the Joint Committee.

The Secretary General of the Council of Europe is entitled to attend the meetings of the Joint Committee in an advisory capacity.
