The Parliamentary Network to Promote the Implementation of Judgments of the European Court of Human Rights brings together parliamentarians committed to turning human rights standards into reality across Europe.
In the Reykjavik Declaration, Council of Europe member States reaffirmed their strong commitment to the full, effective and timely implementation of the Court’s judgments. As a follow-up, the Committee of Ministers invited the Parliamentary Assembly to strengthen its dialogue with national interlocutors on the implementation of judgments, underlining the important role of national parliaments in this process (CM/Del/Dec(2024)1488/4.4). Building on this momentum and following the adoption of Resolution 2599 (2025), the Parliamentary Assembly established the Network to strengthen the role of parliaments in this crucial process.
As a space for co-operation and exchange, the Network enables parliamentarians to share experiences, promote solutions and work together to support the effective implementation of the Court’s judgments at the national level. Through dialogue, legislative action and oversight, its members contribute to ensuring that the Court’s judgments lead to meaningful change on the ground.
Under the auspices of the Assembly’s Committee on Legal Affairs and Human Rights, the Network provides a dedicated forum to support parliamentary action and co-operation in this field.
