The Parliamentary Assembly, referencing its Resolution 2599 (2025), welcomes the efforts of the Committee of Ministers and the Council of Europe in implementing judgments of the European Court of Human Rights, particularly those outlined in the 2023 Reykjavik Declaration. Despite the majority of judgments being executed, the high number of pending leading cases necessitates intensified efforts. The Assembly suggests increasing resources and funding for the Department for the Execution of Judgments and related projects, enhancing political dialogue with respondent States, and involving national parliaments in execution efforts. It also commits to promoting political dialogue and supporting parliamentarians in advancing judgment implementation.
