The "Human Rights in Motion" Award, established by PACE in 2025 at the initiative of its President, honours the directors of documentary films which best promote human rights and the fight for democratic values.
The 5,000-euro prize is awarded four times per year, from among the films submitted to four established international documentary film festivals which take place across the year in different corners of Europe. The director of the winning film also receives a certificate and plaque.
“This initiative aims to raise public awareness of the Council of Europe’s work as well as to support filmmakers who are promoting our principles and values,” said PACE President Theodoros Rousopoulos, announcing the creation of the award.
“Documentaries can show the consequences of human rights violations in vivid ways which engage empathy and understanding.”

The Award is decided by a jury appointed by each of the four participating festivals, based on established criteria, and is presented by the President of the Parliamentary Assembly during the closing ceremony of the film festival.
