The ALLIANCEThe Parliamentary Alliance for Free and Fair Elections was established to address emerging challenges that threaten electoral integrity and undermine public trust in democratic processes across Council of Europe member States. By uniting efforts and harnessing synergies within the Council of Europe Electoral Cycle, the Alliance champions innovative approaches to electoral legislation and practice in line with the “Reykjavik Principles for Democracy” and the commitments of the Riga Declaration. Through this collaboration, members uphold the highest standards in election observation, ensuring transparent, fair, and inclusive democratic processes.
As a dynamic hub for exchange among parliamentarians, election experts, and civil society, the Alliance coordinates with the Assembly’s partners in International Election Observation Missions—OSCE/ODIHR, OSCE PA, European Parliament, and NATO PA—and engages with election management bodies, NGOs, and academia. It organises dedicated seminars, fosters cross-cutting dialogue, and promotes the Assembly’s electoral work, representing it in external forums and strengthening synergy with other international and regional bodies. By embracing multifaceted partnerships and cooperation, the Alliance positions itself at the forefront of efforts to safeguard electoral integrity across Europe and beyond.
Join the Alliance and help shape fair and transparent elections across the Council of Europe member States! If you are a member of the Parliamentary Assembly and have an interest or track record in election observation, you can be put forward by your political group (or by the Bureau if you are not affiliated) to join the Alliance. Parliaments with Observer or Partner for Democracy status may also designate members, while appointees from the Congress of Local and Regional Authorities and the Venice Commission further enrich the dialogue. All candidatures are approved by the Bureau of the Assembly, which ensures a geographical and gender balance.
The Alliance welcomes parliamentarians who want to exchange expertise, participate in seminars, and coordinate with international election observation missions. Ex officio members include the President of the Assembly, committee chairpersons, PACE members of the Council for Democratic Elections and the General Rapporteur on Democracy.
