“A majority has the right to govern, but it does not have the right to dominate.” PACE member Albana Vokshi (Albania, EPP/CD) stressed that democracy was not simply about holding elections, but also about limiting the power of those who win, ensuring accountability and protecting the rights of political opponents.
Speaking at the World Forum for Democracy in Strasbourg on 3 November, during a session on “Electoral and democratic integrity”, Ms Vokshi warned that elections alone could not guarantee fair political competition. Referring to PACE’s observation of Albania’s 2025 parliamentary elections, she highlighted concerns over the misuse of public resources and allegations of pressure on voters. “Orderly voting procedures alone cannot resolve problems that develop long before election day.”
She emphasised the need to protect independent institutions, free media and civil society, particularly when democratic checks and balances are weakened. Addressing declining public trust and political disengagement, she stressed the importance of giving women and young people a greater voice in political life. “For young people, stepping away from party politics does not always mean being indifferent. It can mean feeling that nobody listens.”
Ms Vokshi also highlighted the importance of following up election observation findings, investigating shortcomings and implementing recommendations between electoral cycles. Pointing to the work of PACE, the Venice Commission and GRECO in strengthening democratic accountability, she concluded: “Elections become meaningful again when what happens between them has consequences.”
