Meeting on 11 March 2026 in Paris, the committee launched the preparation of a report on Facilitating the economic recovery and resilience of Ukraine: from voluntary returns to enhanced co-operation and investment by rapporteur Denis Begic (Sweden, SOC) and held an exchange of views with First Deputy Minister for Development of Communities and Territories of Ukraine Aliona Shkrum, Director of the Loans and Social Development Directorate of the Council of Europe Development Bank (CEB) Cristian Tabacaru, and European Commission Policy Officer Csilla Volgyi.
On 26 January 2026, Sandra Zampa (Italy, SOC), was elected by acclamation chairperson of the committee.
The three vice-chairpersons of the Bureau were also elected by acclamation: Ms Zdravka Bušić (Croatia, EPP/CD), 1st vice-chairperson, Mr Marco Scurria (Italy, ECPA), 2nd vice-chairperson, Mr Georgios Psychogios (Greece, UEL), 3rd vice-chairperson.
Lord Michael German (United Kingdom, ALDE) was elected with absolute majority in the first round as General Rapporteur on European migration and asylum policies.
Sena Nur Çelik Kanat (Türkiye, non registered) was elected with absolute majority in the first round as rapporteur for an opinion on a report on « The deterioration of women’s rights in Afghanistan: a need for a global response » to be prepared by @PACE_equality.
Denis Begic (Sweden, SOC) was elected with absolute majority in the first round as rapporteur on "Facilitating economic recovery and resilience of Ukraine: from voluntary returns to enhanced cooperation and investment".
Appointment by acclamation of Dimitrios Mantzos (Greece, SOC) and Stephanie Krisper (Austria, ALDE) as Chair and Vice-Chair respectively of the Sub-Committee on the Smuggling of Migrants and Trafficking in Human Beings.
Appointment by acclamation of Lord Leslie Griffiths (United Kingdom, SOC) as rapporteur on “The role of diasporas and migrants in building social cohesion and progress”.
Appointment by acclamation of Paul Galles (Luxembourg, EPP/CD) as draftsman of the opinion on “Analysis and guidelines to guarantee the right to housing and decent housing”.
Appointment of a new rapporteur on “Frontline States: the role of the Council of Europe in implementing the EU Pact on Migration and Asylum”
Christiana Erotokritou (Cyprus, SOC) was appointed rapporteur on “Frontline States: the role of the Council of Europe in implementing the EU Pact on Migration and Asylum”.
Visiting detention centres for irregular migrants
Many parliamentarians across Europe have a right to visit detention centres for irregular migrants and asylum seekers as part of their mandate as national parliamentarians. Yet a survey conducted by the Assembly has shown that this right is not always known to parliamentarians or used to its full capacity. The Committee has developed a guide to raise awareness of this right and encourage and assist parliamentarians in carrying out visits to detention centres. More
