Texts concerned are those requiring signature by one or more members, or a committee:

Users of pace-apps authenticated in "high security" mode can table a text if they are so authorised under the Rules of Procedure. This means that it can only be a Member or committee.
The electronic signature is implemented using 2-factor authentication (2FA) - necessary for a "high security" connection.

The author may withdraw the draft at any time (even if already signed), as long as it has not been officially submitted to the Table Office.
