George PAPANDREOU (Greece, SOC)The General Rapporteur on Democracy ensures the visibility and coherence of the Assembly’s actions to strengthen democracy, counter its backsliding and promote innovative practices to enhance citizens’ trust in democratic institutions and their participation in political decision-making, in line with the Reykjavik Principles of Democracy and the approach endorsed by the Heads of State and Government at the Fourth Council of Europe Summit (16-17 May 2023).
Aleksandar NIKOLOSKI (North Macedonia, EPP/CD)The General Rapporteur on Abolition of the Death Penalty is mandated to intervene in matters relating to the abolition of the death penalty in different contexts (member and observer states, partners for democracy, states applying for such a status). He or she shall report periodically to the committee on the information collected and the action taken.
Thorhildur Sunna ÆVARSDÓTTIR (Iceland, SOC)The General Rapporteur on Political Prisoners in Europe is mandated to intervene in matters relating to alleged cases of politically motivated arrests and criminal prosecutions in Europe and in other countries having an observer or cooperative status with the Council of Europe or the Parliamentary Assembly.
Emanuelis ZINGERIS (Lithuania, EPP/CD)The General Rapporteur on the Situation of Human Rights Defenders is mandated to intervene in matters relating to cases of intimidation of, and reprisals against, human rights defenders as well as of serious impediments to their work in Council of Europe member States and other European States (such as, for example, killings, attacks on their physical and psychological integrity, arbitrary arrests, judicial and administrative harassment, public defamation or restrictions to freedom of movement).
Armen GEVORGYAN (Armenia, EC/DA)It is the duty of the General Rapporteur on Local and Regional Authorities to intervene in the area of local and regional democracy, particularly concerning issues of good governance at local and regional level, citizen participation, local and regional finances and human rights at local level. He or she shall report periodically to the committee on the information collected and the action taken.

Andi-Lucian CRISTEA (Romania, SOC)The General Rapporteur on Science and Technology Impact Assessment considers issues relating to the ethics of scientific and technological developments, and their impact on our societies. He follows activities of Assembly committees and rapporteurs dealing with scientific and technological matters from different perspectives, such as their social, economic, health and environmental impact, and maintains working relations with the European Parliamentary Technology Assessment (EPTA) Network.
Valentina GRIPPO (Italy, ALDE)The General Rapporteur on Media Freedom and Safety of Journalists monitors the developments of the media ecosystem and deals with threats to freedom of expression, drawbacks in media legislation and harassment of journalists, with an aim to uphold press freedom, promote media pluralism and independence and enhance journalists’ safeguards against attacks and pressure. She follows activities of Assembly committees dealing with related matters, such as whistle-blower protection or mass surveillance, maintains contacts with the partners of the Council of Europe Platform on the Safety of Journalists, and cooperates with other Council of Europe bodies active in this domain.
Mogens JENSEN (Denmark, SOC)The General Rapporteur on Governance and Ethics in Sport considers issues relating to sport policies, sport governance and the role of sport as a vector of values and a factor in social cohesion and peacekeeping. He follows activities of Assembly committees and rapporteurs dealing with sport matters, seeking possible collaboration and synergies; he maintains working relations with the Enlarged Partial Agreement on Sport (EPAS) of the Council of Europe and liaises with national parliaments as well as with major sports organisations and relevant international, intergovernmental, inter-parliamentary or other organisations.
Etilda GJONAJ (Albania, SOC)It is the duty of the General Rapporteur on Violence Against Women to intervene in the area of violence against women, in all its different forms, including domestic violence, particularly as regards the prevention of violence against women, protection of and assistance to victims, prosecution of the perpetrators and integrated policies.
Fourat BEN CHIKHA (Belgium, SOC)It is the duty of the General Rapporteur on Combating Racism and Intolerance to intervene in the areas of racism, intolerance, hate speech, racist violence and racial discrimination.
Béatrice FRESKO-ROLFO (Monaco, ALDE) It is the duty of the General Rapporteur on LGBTI Rights to intervene in the area of the protection and the promotion of the rights of LGBTI people, particularly on issues related to discrimination on grounds of sexual orientation, gender identity and expression and sex characteristics. He or she shall report periodically to the committee on the information collected and the action taken.
