The Assembly,

1. Alarmed by the arrival in Turkey of an increasing number of refugees of Bulgarian nationality belonging to an ethnic and Muslim minority, which represents a serious problem ;

2. Hoping that a constructive dialogue may be established between Turkey and Bulgaria in order to find as rapidly as possible a solution to this problem, and appealing to Bulgaria to negotiate a satisfactory immigration agreement with Turkey which will result in an end to such forced emigration,

3. Recommends that the Committee of Ministers appeal to the governments of member states so that they provide, as a matter of urgency, concrete andco-ordinated aid to Turkey in order that these exiles be accorded a decent reception corresponding to standards of human dignity.
