PACE to hold a public hearing with representatives of Russian democratic opposition forces

Representatives of Russian democratic opposition forces who share Council of Europe values will continue their ongoing dialogue with leaders and members of the Parliamentary Assembly of the Council of Europe (PACE) during a live-streamed hearing of three of its committees, taking place on Tuesday 10 October 2023 on the margins of PACE’s autumn plenary session in Strasbourg.

Following the expulsion of Russia from the Council of Europe as a consequence of its aggression against Ukraine, the Assembly decided to “consider new initiatives to support Russian human rights defenders, democratic forces, free media and independent civil society that respect the values and principles of the Council of Europe”.

Topics to be discussed are expected to include how Russian democratic forces can contribute to ending the Russian Federation’s war of aggression against Ukraine and how to prepare the future democratic transformation of Russia.

Participants in the meeting, a joint hearing of the Assembly’s Political Affairs, Legal and Human Rights and Migration Committees, will hear a statement by PACE President Tiny Kox, followed by interventions from:

Natalia Arno, President of the Free Russia Foundation

Gennady Gudkov, former Deputy of the State Duma, Chairman of “For a Free Russia”

Sergei Guriev, Russian Anti-War Committee, True Russia Project

Evgenia Kara-Murza, wife of jailed Russian opposition leader and 2022 Václav Havel Prize laureate Vladimir Kara-Murza

Mikhail Khodorkovsky, Russian Anti-War Committee, Russian Action Committee (by video)

Ekaterina Shulman, political scientist, academic and commentator

At an earlier exchange of views, in Paris on 20 March 2023, Russian democratic representatives and PACE leaders agreed to pursue dialogue.

The event, which is public, takes place in Room 9 of the Palais de l’Europe in Strasbourg from 10.30 a.m. to 12.30 p.m. CET on Tuesday 10 October 2023. It will be live-streamed here in original languages and English, French, German, Italian and Spanish, and a video recording in original languages and English will be available shortly after it ends, also on the Assembly’s YouTube channel.
