The Assembly,

Deeply moved by the terrorist method by which the Communist leaders of the Soviet Zone of Germany have in a few weeks succeeded in collectivising all the land in that Zone against the wishes and in spite of the resistance of the farmers;

Considering that this policy is a breach not only of the United Nations Declaration of Human Rights, but also of Article 24 of the Constitution of the so-called "German Democratic Republic";

Considering, in particular, that such collectivisation represents one of the features of the policy pursued by the Communist system of government in the Soviet Zone of Germany, with a view to rendering the partitioning of Germany, as it were, definitive, and this on the very eve of the "Summit Conference" which, among other things, is to examine the position of Germany;

Fearing that other sections of the population may be subjected to similar attacks,

Denounces to world public opinion this violation of fundamental human rights and of the principles of democracy and extends its sympathy and solidarity to all those suffering as a result of it.
