"International law on outer space"

The Assembly,

Considering that the first artificial satellite was launched into outer space on 4th October 1957 and that other satellites will probably be launched in the near future ;

Considering that these achievements raise fresh problems of international law, for the solution of which it is in the interests of Members of the Council of Europe to decide on common action, in accordance with Article 1 of the Statute of the Council,

Recommends that the Committee of Ministers :

1 convene a European Conference of specialists in international law to consider the problems of the international law on outer space, on the basis of proposals from the Legal Committee of the Assembly ;

2 invite the Governments of Member States of the Council of Europe to adopt, on the basis of the conclusions of any such conference, a common attitude on this subject.
