The Assembly,

Believing that the success of negotiations between East and West will largely depend on a common effort to dispel the atmosphere of mistrust with which the world has been burdened for the last ten years;

Believing that the inevitable rivalry between opposing ideologies is not solely responsible for this state of mind and that if such rivalry must be accepted its harmful effects can nevertheless be tempered by resolute action on the part of the two world blocs aimed at a wide-scale resumption of social and economic relations between the nations;

Believing at the same time that personal contacts between the scientific, artistic, sporting, industrial, commercial, and trade union circles of the different nations should be systematically encouraged; Believing that in every field the continual exchange of views between individuals, coupled with a mutual will to understand and respect each other's opinions, will in the long run prove the most effective way of achieving true peaceful co-existence and of paving the way for genuine agreement on the fundamental principles of progress and freedom in the world,

Invites the Political Committee to appoint a Special Group, which would be assisted by the Secretary-General, to draft a Declaration to this effect re-affirming confidence in the future of Europe.
