In pursuance of the Proposal made by a group of our colleagues, the Assembly recommends, in order to further the development of the European Centre of Culture and the College of Europe, that Member States give moral and material support to the European Centre of Culture at Geneva and to the College of Europe at Bruges.
It is a matter of common knowledge that an almost uniform culture is to be found among European countries. But in South-Eastern Europe where the two Continents, Asia and Europe, touch one another, there is a great wealth of archeological and cultural material to be studied..
Having regard to the immense importance for the unification of European culture and civilisation which would be presented by the study of this material in the actual places where it is to be found, the Consultative Assembly proposes that a European Centre of Culture and a College of Europe be established in Istanbul.
