The Assembly,
Having considered the Seventh Report submitted to the Council of Europe by the United Nations High Commissioner for Refugees and having heard the statement made by the High Commissioner ;
Noting with appreciation the progress made in the protection of refugees, in achieving solutions for non-settled refugees and in solving the problem of the new Hungarian refugees;
Considering that there still remain a large number of non-settled refugees within the mandate of U.N.H.C.R., a high proportion of whom are still in camps,
1. Pays tribute to the High Commissioner and to the Governments which, through financial contributions and the admission of refugees, have contributed towards the UNHCR programmes;
2. Draws the attention of the Committee of Ministers to the problem of non-settled refugees in Europe within the mandate of the High Commissioner for Refugees, which still constitutes a European social problem;
3. Recommends to the Committee of Ministers t h a t it should urge Governments Members of the Council of Europe to give their fullest support and their most generous response to the appeal to be launched by the High Commissioner for his 1959 programmes.
