Follow-up to freedom of the media

During the years we have seen many examples of harassment and violence against journalists and media. We have also several reports on the space for free media. One of the keys to a free and democratic society is the freedom of expression and the freedom of the media. To promote that freedom is a crucial part within the legal framework of the Council of Europe. However, there is no specific mechanism introduced to monitor the situation of freedom of expression and of the media in Council of Europe member states. Even though the Parliamentary Assembly recommended the Committee of Ministers to do so some years ago and asked for suggestions on corrective measures.

To ask the Committee of Ministers:

What initiatives did the Committee of Ministers take to introduce and independent instrument for the follow-up and prevention of abuses against Article 10 of the European Convention on Human Rights?

What suggestions on corrective measures are planned to guide member states to improve human rights such as freedom of expression, freedom of information and freedom of assembly?
