The Assembly,
Considering that on the basis of one vote for each of the seventeen Members of O.E.E.C. it would be possible for five members representing a total population of approximately 206 million people to be outvoted by a two-thirds majority of twelve members representing only 77 million people,
Recommends that a voting formula be devised fixing the number of votes' held by each Member in proportion to the population and gross national income of each Member.
