The Parliamentary Assembly notes with concern the severe impact
of the global financial crisis upon local and regional authorities
within Council of Europe member states. These bodies play a vital
role in enhancing the well-being of Europe’s citizens, the security
of their communities and the stability of their nation states.
The undersigned, therefore, call upon the Assembly to assess
this impact and to recommend solutions.
