That this Assembly,
taking into account the present need to increases Europe's total production both of raw materials and manufactured goods;
and the desirability of increasing the voluntary mobility of European workers within Europe and its associated territories; bearing in mud the existence of many million unemployed due in part to structural economic reasons,
calls on the Committee of Ministers to set up a European Manpower Board, charged with the task of co-ordinating the manpower policies of the various states concerned, in the general interest.
