Issues which generate remarks about the Council of Europe
are the non-implementation of adopted resolutions and the weakness
of supervision of their implementation.
The efforts by the Parliamentary Assembly’s new leadership
to revive the work of the ad hoc committees created to deal with
the implementation of resolutions are commendable.
The Ad hoc Committee on the implementation of Resolution 1416 (2005) on the conflict over the Nagorno-Karabakh region dealt
with by the OSCE Minsk Conference, worked constructively under the
chairmanship of Lord Russell-Johnston.
The OSCE Minsk Group established for a peaceful solution of
the Armenian-Azerbaijani Nagorno-Karabakh conflict can by no means
be considered as a substitute for the above-mentioned Ad hoc Committee. Notwithstanding
the fact that the targets of the aforementioned entities are similar,
their functions are different and both entities try to provide their
personal contributions to the solution of the conflict.
We highly appreciate the efforts by the Assembly President
to relaunch the Ad hoc Committee which had to suspend its activities
temporarily due to the vacant seat of Chairperson and we consider
that any steps taken to oppose these efforts are inadmissible and
contradict the peace process.
