Economic Committee

Road safety

The Assembly,

Having considered the Report of its Economic Commmittee on road safety (Doc. 1275) ;

Convinced that only a co-ordinated effort on the basis of a clearly formulated long-term policy can bring about significant results in reducing accidents in Europe ;

Recognising the valuable work that national and international organisations have undertaken in this field ;

Noting, however, that those organisations have not yet been able to formulate a comprehensive and long-term road safety policy,

Instructs the Economic Committee to organise an ad hoc conference of the competent organisations to discuss the means at present employed to reduce the high rate of road accidents and the formulation of a long-term policy on road safety.

Committee on Agriculture

Agricultural policies in Europe

The Assembly,

Having considered the Report of its Agricultural Committee on Agricultural Policies in Europe,

Instructs the Committee on Agriculture to continue its work on this field, paying special attention to the problems that have arisen and will arise in connection with the relations between the Members of the European Economic Community and the European Free Trade Association, and to submit a further report to the Assembly as soon as possible.

World Freedom from Hunger Campaign

The Assembly,

Having considered the Report of its Agricultural Committee on Agricultural Policies in Europe,

Instructs the Committee on Agriculture to study the action being taken by member States in the framework of the Freedom from Hunger Campaign of the United Nations Food and Agriculture Organisation and to report to the Assembly in due course.

Questions concerning wine, spirits, beer, cider and other fermented beverages

The Assembly,

Having considered the Report of its Committee on Agriculture on the Second Conference of National Associations concerned with wine, spirits, beer and cider ;

Noting that the Conference has requested its Bureau to continue organising the work of the Conference,

Instructs the Committee on Agriculture :

1. to continue to follow closely the work of the Conference and more especially of its Bureau and give the latter its active co-operation ;

2. to prepare, in due course, in consultation with the Bureau, for a third session of the Conference.

Economic Committee

European economic relations

The Assembly,

Recalling its Recommendation 266, at present under consideration by the Committee of Ministers ;

Emphasising that, especially in the light of recent developments, the terms of this Recommendation should be interpreted with a reasonable amount of flexibility and the proposals contained therein adapted to the changing situation,

Instructs the Economic Committee :

(a) to continue to investigate possibilities for an acceptable solution to the problems of economic relationships in Europe as a whole, having regard, among other things to the position of non-European Members of the Organisation for Economic Co-operation and Development as well as of the countries in process of development; and

(b) to present to the Assembly, at its September part-Session, its conclusions in these respects.

Bureau and Working Party on reactivating the Council of Europe

Need for reactivating the Council of Europe

1. The Assembly :

2. Resolves to create a working party of seven members to make a general comprehensive study of the functioning of all the organs of the Council of Europe ;

3. Invites the Bureau to make proposals to it with a view to appointing members of this working party, within which the Political Committee, which is the Committee principally concerned, will be represented by three members at least,

4. Instructs this working party :

(a) to make all the necessary contacts, in liaison with the Bureau, and to approach in particular the Committee of Ministers and the various European organisations ;

(b) to prepare a report which will be submitted to the Political Committee, and taking account, in particular, of the suggestions previously adopted, will make appropriate proposals to bring about the effective reactivation of the Council of Europe so often called for by the Assembly.

Bureau

Granting of consultative status to non-governmental organisations

That the Bureau refer all applications for consultative status from international non-governmental organisations to the Standing Committee which, after the Committee concerned has expressed an opinion on it, shall make to the Committee of Ministers a Recommendation specifying the status to be granted or rejecting the application, as the case may be.

This decision shall be recorded in the Standing Committee's progress report to the Assembly.

(This Order is to replace Order No. 55).

Cultural Committee

Activities of the Council of Europe connected with Youth

The Assembly,

Having regard to the inclusion in the programme of the Cultural Fund of a Major Youth Project ;

Having regard to Resolution 186;

Having regard to the great expansion of Council of Europe youth activities since the First European Conference of Government Experts on Youth Questions in Paris in March 1960 ;

Having regard to the conclusions of the Second European Conference of Government Experts on Youth Questions and out-of-school education held in Brussels in March 1961,

Instructs the Cultural Committee to report on all the activities of the Council of Europe connected with youth and to submit proposals for their further development.
