The Assembly,
1. Considering the exchange of views held in the Joint Committee on 13 March 1978, concerning the respective functions and duties of the Deputy Secretary General and the Clerk of the Assembly ;
2. Taking note of the fact that on 19 November 1955 the Committee of Ministers adopted Resolution (55) 29, concerning the functions of the Deputy Secretary General and the Clerk of the Consultative Assembly, without prior consultation of the Assembly,
3. Instructs its Committee on Rules of Procedure, in consultation with its Legal Affairs Committee, to prepare a study defining the duties and responsibilities of the Clerk of the Assembly, and to submit this to the Bureau with a view to its subsequent transmission to the Committee of Ministers.
