The Assembly,
1. Recalling Resolution 650 (1977), on the development of democratic institutions in Europe ;
2. Noting that a Symposium on the Role of Political Parties in the Development of Parliamentary Democracy was accordingly convened and took place on 30-31 March 1978 at Strasbourg ;
3. Noting that the symposium considered :
a the way in which established political parties performed their function of representing the general interest ;
b the challenge by protest parties and citizens' action movements to established political parties ; and
c the response to this challenge by established political parties, in order to represent more fully the aspirations of the people,
4. Takes note of the report by the Political Affairs Committee on the said symposium, and of the considerations and conclusions expressed therein (Doc. 4178) ;
5. Instructs its Political Affairs Committee and its Legal Affairs Committee, in consultation with other committees concerned, to keep the study of the problems of parliamentary democracy on their agendas.
