The Assembly,

1. Referring to its Resolution 774 (1982), on the conclusions of the Colloquy "Europe and Latin America : the challenge of human rights" ;
2. Setting itself the aim of developing closer relations with pluralist democracies throughout the world ;
3. Welcoming the recommendation passed by the Andean Parliament on 19 December 1981, reiterating its desire to see closer relations established between the two Assemblies ;
4. Considering that the Andean Parliament, founded on the selfsame values as is the Council of Europe, constitutes an essential factor for the protection and progress of democracy in its member countries,
5. Instructs its Political Affairs Committee to study the question of relations between the Assembly and the Andean Parliament, and to report back to it on the best way of assuring, within this framework, both a regular exhange of information and co-operation in sectors of common interest ;
6. Decides to hold a general debate on relations between Europe and Latin America in the autumn of 1983 ;
7. Instructs its Legal Affairs Committee to explore, with the help of legal experts and in liaison with the United Nations, the possibility of concluding an international convention for the prevention and punishment of the practice of "forcible disappearance" ;
8. Instructs its Committee on Migration, Refugees and Demography to study the question of co-ordinating the Council of Europe member states' legislative policies concerning living and working conditions for Latin-American refugees.
