1. The Assembly, referring to Resolution 1097 (1996) and Recommendation 1302 (1996), instructs its committees dealing with the honouring of obligations and commitments by member states to pay particular attention to the honouring of the commitment entered into by some states to introduce a moratorium on executions and/or to sign, ratify and apply Protocol No. 6 to the European Convention on Human Rights, abolishing the death penalty in peacetime.
The Assembly further instructs its Committee on Legal Affairs and Human Rights to organise one or two seminars on the abolition of the death penalty in Europe, and to report back on developments in due course.
