The Assembly,
1. Referring to the request made by the Committee of Ministers for an opinion on the text of the draft European Convention on the Control of the Acquisition and Possession of Firearms by individuals (
Doc. 4074) ;
2. Recalling the importance it attaches to the control of the sale and possession of firearms in order to combat violence ;
3. Considering that the draft convention will help in combating terrorism and other crimes of violence ;
4. Underlining, like the Committee of Ministers, the urgency and importance of this text,
5. Welcomes the draft convention, and generally approves its principles and provisions ;
6. Recommends that the Committee of Ministers soon open the draft convention for signature and ratification by member states ;
7. Recommends that the Committee of Ministers pursue their efforts towards harmonising the laws and regulations on firearms in Council of Europe member states.
