The Assembly,
1. Referring to the request made by the Committee of Ministers for an opinion on the draft regulations for a Council of Europe Human Rights Prize (
Doc. 4224) ;
2. Reaffirming the enormous importance it attaches to the protection of human rights ;
3. Welcoming the initiative taken to create a Council of Europe Human Rights Prize,
4. Approves the principles and provisions of the draft regulations ;
5. Proposes that the Prize not only be an honorary one, but that also a sum of money be accorded to the winner ;
6. Proposes to delete the words "to be held at the seat of the Council of Europe" at the end of Article 9 of the draft regulations.
