1. The Assembly
2. Recommends that member Governments should use the Committee of Ministers in co-ordinating, in harmony with the United Nations, their policies on the question of their relations with the newly independent nations of the world in need of assistance.
3. Their action, in common, in this field should be based on the following principles :
a Member Governments should raise to the level of first importance their relations with and assistance to the newly independent and developing countries;
b They should understand and recognise the national aspirations of these peoples while pointing out to them the advantages and benefits of interdependence, mutual economic help and the community spirit;
c They should understand the desire of many newly independent States for non-alignment in the East-West controversies.
