The Assembly,

1. Considering that the report of the Advisory Committee on Programmes, charged by the 3rd European Space Conference to elaborate proposals for a joint European space policy and programmes, has been ready since the end of 1967, regrets the repeated postponements of the 3rd European Space Conference to consider this report ;
2. Stressing the importance which the construction of European satellites and launchers would have for increasing the potential of Europe's technological industry ;
3. Desirous of contributing to bringing an end to the present stalemate in European space affairs,
4. Recommends that the Committee of Ministers take the necessary steps to ensure that the 3rd European Space Conference agrees on the joint European space policy including :
A continuing programme of space science activities ;
A programme of space application satellites including the immediate construction of an experimental European telecommunications satellite and the provision for the necessary allocation of resources ;
A programme of launcher development ;
An integration of all European space activities in one European space agency, under the authority of a commission possessing adequate delegation of power to do efficient work ;
An agreement on a common European posture for the Intelsat negotiations, taking into account the interests of European industry and its consumers.
