The Assembly,
1. Following developments in Portugal with the utmost attention ;
2. Having heard Mr Soares, Minister for Foreign Affairs of Portugal,
3. Expresses the profound hope that the process of democratisation under way in Portugal will continue smoothly and without hindrance, as has been the case since 25 April 1974 ;
4. Maintains its encouragement and full support for this process and for all who are engaged in this difficult task ;
5. Earnestly appeals to the governments of all democratic European countries to provide the provisional government in Portugal, as a matter of urgency, with all possible economic, technological and technical aid, so as to facilitate the return to democratic and stable institutions ;
6. Recommends that the Committee of Ministers approach the Portuguese authorities without delay with a view to ascertaining in what activities Portugal may wish to take part forthwith, on either a permanent or an ad hoc basis, until such time as it qualifies for full membership of the Council of Europe.
