The Assembly,

1. Considering that the Government of Nicaragua has submitted a request to the Intergovernmental Committee for European Migration (ICEM) to assist in its national reconstruction effort ;

2. Taking notice of the fact that Nicaragua is looking for executives, technicians and skilled workers, and that, although this is a priority programme for the country, its government is not in a position to finance it ;

3. Observing that, in addition, the Government of Nicaragua, among others, requested ICEM to provide its expertise by participation in developing migration policy and legislation, and establishing an adequate administrative structure to ensure the best use of human resources in the reconstruction process,

4. Welcoming the initiative of ICEM's Director who invited governments and other interested organisations to support this vital programme, for which he has foreseen an initial goal of 10 million dollars, by contributing to it generously and promptly ;

5. Considering that this programme will complement the activities and the help of the United Nations, governments and other organisations engaged in assisting the people of Nicaragua in the rebuilding of their country,

6. Recommends that the Committee of Ministers of the Council of Europe invite the governments of member states to give promptly their financial contribution to the ICEM programmes.
