1. Recalling its Recommendation 973 (1983), on the CSCE meeting in Madrid,

2. Recommends that the Committee of Ministers present to it every year a detailed report on the implementation of the Helsinki Final Act and the Madrid Concluding Document by the CSCE participating states, from which it is possible to gauge the level of implementation in the individual countries.
