The Consultative Assembly has examined the Third Report of I. C. E. M. with special satisfaction. It thanks the Director for this clear and concise document which has enabled it to appreciate fully the work carried out by this Organisation.
It is glad to note that the Constitution of I. C. E. M. has been ratified by 23 Governments and that the delegates of three Governments which have not yet notified their acceptance of the Constitution have announced that the ratification procedure is under way.
The Assembly hopes that the Committee may- within the framework of the policy which the Special Representative of the Council of Europe intends to submit to the Committee of Ministers for approval- increase the volume of migration by contriving largescale land settlement schemes for the benefit of European emigrants and by any other possible means.
