The Assembly,

Recalling its Resolution 168 of 24th April 1959, in which the Assembly invited its members to take action in their national Parliaments in order to speed up the ratification of Council of Europe Conventions;

Considering that the number of conventions, agreements, protocols and declarations concluded in the framework of the Council of Europe has now been increased to thirty but that for many of them the Governments concerned have not yet embarked upon ratification procedure;

Considering that the Committee of Ministers, in several of its statutory reports and in replies to written questions, has requested the members of the Assembly to take appropriate measures in their respective national Parliaments to induce their Governments to submit the Council of Europe conventions and agreements for ratification ;

Referring to its Recommendation 249, adopted on 29th April 1960,

Once more urgently requests its members to take appropriate measures either in their respective national Parliaments or in a personal capacity to induce their Governments to comply speedily with the provisions of the statutory Resolution adopted by the Committee of Ministers in 1951 and to embark without delay upon ratification procedure in all cases where this has not yet been done.
