The Assembly,

In view of Resolution 28 (1962) of the European Conference of Local Authorities on the participation of local authorities in European cultural co-operation ;

Having regard to Article 1 (b), second sub-paragraph, of the Charter of the European Conference of Local Authorities :

Recognising the important part the local authorities are called upon to play in bringing European cultural co-operation within the reach of the people ;

Considering that the cultural activities of the Council of Europe cannot dispense with the help of intermediate institutions ;

Convinced that, in the cultural field still more than in others, any form of central control would be doomed to failure and also would be repugnant to the aim of the Council of Europe, namely to bring about an ever closer union between the European peoples,

Approves the Conference's definition in Resolution 28 (1962) of the part the local authorities are required to play in connection with European cultural co-operation ;

Invites the Committee of Ministers and the Council for Cultural Co-operation (CCC) to establish close collaboration, in the cultural field, with the local authorities and with the body which represents them at European level, namely the European Conference of Local Authorities ;

With regard to the Assembly's representation on the CCC, decides to institute a system of substitutes designed to give the Committee on Local Authorities a voice in cultural matters until such time as the local authorities are able to take part directly in the work of the CCC through representatives of the European Conference of Local Authorities ;

Expresses the wish that representatives of the Cultural Committee of the European Conference of Local Authorities may be associated with the work of the various permanent committees of the CCC, in particular the Committee on Out-of-school Education ;

Expresses the hope that the European Conference of Local Authorities will do all in its power to persuade local communities to play an active part in carrying out the cultural programme of the Council of Europe and to give all the help and assistance they can to the Cultural Fund and the National Joint Committees.
