The Assembly,
1. Having studied the 20th report on the activities of the Intergovernmental Committee for European Migration (ICEM) (
Doc. 3946) and the report of its Committee on Population and Refugees (
Doc. 4015) ;
2. Noting that, in 1975 and 1976, ICEM helped large numbers of refugees from Eastern Europe, Indo-China, Chile, the Lebanon, etc., to resettle in Europe or elsewhere, in particular by arranging transportation ;
3. Noting, too, that, since the signing of the Helsinki Final Act, ICEM has continued its action to reunite families of migrants, thus making it possible, with the assistance of other governmental and non-governmental international organisations, to transport and resettle a considerable number of persons ;
4. Observing that, at this time of economic recession, ICEM has been furthering, through its selective migration programme, the transfer of technology from the industrialised countries to countries seeking to develop their industrial potential, thus helping to reduce unemployment among white-collar workers ;
5. Welcoming the efforts being made to help Portugal to resolve the difficulties arising in connection with repatriates from its former African colonies ;
6. Recalling Assembly
Resolution 625 (1976) on the implementation of the Final Act of the Conference on Security and Co-operation in Europe,
7. Calls on ICEM, with the support of the governments of the Council of Europe member countries, to pursue, in conjunction with other governmental and non-governmental international organisations, its regular programmes, and in particular its efforts to reunite families in the context of the resolutions approved in the Final Act of the Helsinki Conference.
