The Assembly,

1. Considering that the total length of plenary sittings is not always sufficient to enable all speakers to be allowed the amount of time for which they have entered their names ;
2. Considering that it is desirable that everyone who has put down his name to speak in a debate should be able to state his views,
3. Resolves :
a to add the following sentence to Rule 22, paragraph 1, of the Rules of Procedure (Reports of debates) :"The report shall also include texts submitted by Representatives and Substitutes whose names were duly entered on the list of speakers, but who, although present, were not able to speak at all, or for more than two minutes, owing to lack of time ; such text may be submitted from the moment at which it is announced that further speeches are to be limited to two minutes" ;
b that such texts must not exceed the length of time which their authors would have been allowed (on the basis of 1 250 words being the equivalent of ten minutes' speaking time) and that their content shall be subject to the same rules of propriety as speeches delivered orally (Rule 12, paragraph 6) ;
c that such texts shall be preceded by the words "text submitted by the speaker (speech not delivered orally and therefore not available to the Assembly during the debate)".
