1. The Assembly refers to its Resolution 1255 (2001) on the situation in “the former Yugoslav Republic of Macedonia”.
2. The Assembly recommends that the Committee of Ministers intensify its co-operation programmes with MacedoniaNote with a view to assist it in the implementation of the necessary reforms, in particular as regards improving inter-ethnic dialogue, education, media, local government and the development of civic education.
3. The Assembly recommends that the Committee of Ministers provide financial and logistic help to the Macedonian authorities in organising a reliable population census, following the experience of the extraordinary census in 1994.
4. The Assembly also recommends that the Committee of Ministers call upon all governments of the member states of the Council of Europe to freeze the bank accounts and forbid the financing of the extremist groups who support from abroad the illegal activities of the extremists in “the former Yugoslav Republic of Macedonia”.
5. The Assembly asks the Committee of Ministers to inform it at its next part-session about the follow-up given to this recommendation.
