The Assembly refers to its Resolution 1290 (2002) on future co-operation between European institutions, and recommends the Committee of Ministers to convene a third summit of heads of state and government, at a carefully-timed moment before the intergovernmental conference of the European Union, with a view to giving new political impetus to the Organisation at the highest level, to better take into account the political needs of its member states and to redefine its relations with other European institutions.
