1. The Parliamentary Assembly refers to the progress report presented by the Committee on the Honouring of Obligations and Commitments by Member States of the Council of Europe (Monitoring Committee).
2. The Monitoring Committee requests in this report that the number of committee seats be brought into line with those of the Assembly’s other major committees, thereby increasing this figure to eighty. The Assembly therefore instructs its Committee on Rules of Procedure and Immunities to examine this proposal.
3. Moreover, it instructs the Monitoring Committee to define the criteria used to determine the opening or reinstatement of a monitoring procedure.
